Gaaah...
Alright, before I get started, let's just lay down that I'm a total dumbass.
So i was uninstalling programs in control panel > add and remove programs, when I accedentially uninstalled my video card (which is a ATI Radeon 8500).
I didn't know that at the time, and after i rebooted to complete the uninstall of the various programs that i deleted, I found that some of my video settings were askew, (my resolution was set to like 800x600 or something like that)
I tried to open up GW, but i got this error message.
Internet scrolling in now very shaky and the framerate of scrolling seems very low.
I tried reinstalling the video card's software, but My computer won't allow me, it says that i need to have some VTA or something, which i can't seem to find.
I don't want to email my computer guy saying that i uninstalled my video card, which would probably cost me money.
Please try to help me out, I can't play GW

You didn't uninstall your video card, you uninstalled its drivers. Windows uses them to access the video card, as you noticed without them it can only do basic 2D things like show the Windows desktop.
Go to ATI's site and download the drivers (they're called "Catalyst"), then just start the installer and install them like any other program. If Windows bugs you about installing uncertified drivers just force it to continue anyway.
You'll have to boot the computer once it's done, but it should run GW just fine after that.

It's runescape on your screen, buddy.
VTA? Never heard of it.
Just download the drivers from ATI website, run it with administrator accses, and you should be set. OR! You can even try doing a system recovery.

I tried installing the catalyst thing (I google'd it however, not from the site), but during the installation Windows bugged me about the VTA thing. It shut down the installation and gave me errors, i'll post them when i try again.

It's actually VGA, I was off by a letter.
EDIT: I'd like to try a system recovery, any ideas on how to do that?

Step 4 seems to indicate that you are missing the .NET Framework 2.0. Did you uninstall that as well? If so, download it from Microsoft and install it before trying to install the ATI drivers.

I downloaded the .NET software successfully, tried the install again, but it just gave me the EXACT same thing minus the pop up about the .NET stuff

This is the steps I would do.
1. create a folder on your desktop named Drivers.
2. download all of the following to this folder for later.
Driver Cleaner Pro
Your video drivers
.NET Framework
Directx9
3. Go to the Device Manager in your Control Panel>Double click Display Adapters>Select your video Card>Click the Uninstall Icon. Select Not to reboot right now.
4. Go to your Control Panel>Add/Remove Programs>Find and remove your ATI Drivers.
5. Reboot.
6. Press F8 a few times at the start when your Rebooting to get the option to boot in Safe Mode.
7. Safe mode will look ungly but its supposed to. Accept the message asking you if you want to enter Safe Mode.
8. Press Cancel when the window to install video drivers come up.
9. Install and run Driver Cleaner Pro.
10. Chose ONLY your ATI Display Drivers from the drop down list. This is incase your motherboard has matching company network or sound drivers.
11. let it run and it will remove all remnants of your old drivers.
12. Start by installing .Net Framework then Directx9.
13. Reboot Normally.
14. When window starts up, close that annoying window asking for drivers again.
15. Install your ATI Display drivers normally.
16. Reboot.
These are the best steps to follow typically when either changing video cards or experiencing video problems (Minus installing .Net Framwork or reinstalling Directx)

As they have said before, you uninstalled your drivers. If you uninstalled your graphics card then you wouldn't see anything on your monitor. You need to make sure that you fully uninstall all drivers now. Uninstalled all graphic related stuff in Add/Remove Programs and then install this:

Read about what it is you need to delete with that. Afterward, install the 7.4 Catalyst drivers. They seem to work more reliably for everyone over the 7.5's. Or, try the Omega Drivers. They are a good choice as well.

I figured it out!!!
I had to install the Driver and the Catalyst thing separate!!
When I installed before, I was trying to install them both at the same time, but the Catalyst thing needed the driver there first to work, so i downloaded them seperately!
